Dragon Ball Z: Budokai 3 Questions

Where do you find the dragon balls for Piccolo, Tien and Krillin and how do you unlock Videl, supreme Kai and Saibamen.

Use the Dragon Radar to find the Dragon Balls,...sorry that's the best advice I can give you. As for the Characters:

Videl: Use Gohan's Dragon Universe for AT LEAST the second time. BEFORE you fight Dabura, carefully search the area East/right of Goku's House. After you find the scene with Videl, CAREFULLY check the chain of islands in the bottom right part of the map. There will be a second scene with Videl. When this scene is over, Videl will become unlocked.

Supreme Kai: Use Gohan's Dragon Universe for AT LEAST the second time. After you have unlocked Videl, AND beat Goten, go to Kami's lookout and beat Piccolo. When the Dabura fight appears, go to the mountain area on the main continent. Find the scene with Vegeta, and then go fight Dabura. After the Dabura battle, Gohan will now go after Vegeta instead of Buu. Beat Vegeta, and head towards the red dot. BEFORE you fight Buu, use the "Sense Aura" (R1) to find the "plains" spot near Central City. After the scene with Supreme Kai, he will become unlocked.

Saibamen: In the Dragon Arena: use a Level 10-20 character, and battle opponents *AT LEAST DOUBLE* your own level. Eventually, Nappa will "Suddenly Break In". Defeat him, and the Saibamen will become unlocked. *Example: A level 25 Cell should battle a Level 50 anyoune. Once you "Power-Up" to Level 26, battle a Level 52,...and so on.
