To unlock the dragon arena you must go through every charter(possible) in story mode when you get most of them you will get like a collage pop up saying congratulations usealy at this point you get awarded it good luck

To get the Dragon Arena, you must beat ALL 11 (I think) Characters' Dragon Universe. You must unlock Two, Broly and Uub. Check out the cheats I posted on how to get them in the "User Submitted Cheats" Section.
