How did vegeta skip ss3 I NEED to know really bad!!!

According to the storyline in Dragon Ball GT, Bulma created a device that allowed Vegeta to reach SS4, even though his max was SS2.

In the storyline vegeta can only get to ss2, but with bulma's help with a device he was allowed to go to ss4, but it was to help goku beat omega shenron to fuse to get Super Gogeta(Gogeta SS4)
