Sorry, but I do not think that it is possible to unlock the dragon arena without using a code of some sort. You will have to beat all the Dragon Universe storylines before the Arena is unlocked.

If you have unlocked everyone, then simply beat Dragon Universe with every character (10) EXCEPT Broly (who makes it a total of 11 characters). If you have already beaten Broly's Dragon Universe, and still don't have Dragon Arena,...you must beat it, AGAIN, with everybody EXCEPT Broly.

Just unlock all the characters and complete dragon universe mode with everyone except broly. If you don't, repeat this process several times and you should do it
