To unlock supreme kai you hgave to play the majin saga with gohan, then right before the last battle fly to the plains and supreme kai will be there

It took me a while to figure out how to unlock him myself. When you are in the Majin Buu Saga playing as Gohan, fly to all of the areas right before the last battle. You should see him in one of the areas.l
