You have to wait for a while and you will have to go down there, the dog won't be there anymore and you can pass.

Wait for it to move but the room holds nothing special. Don't waste your time coming here if you expect fancy items.

This should answer your question about what is in that room , in that room is the red submarine which can only be unlocked by following my method.
Okay I will give you the answer to your question , but first do not listen to the other answers because all that will happen is absolutely nothing , trust me I have played this game countless times and know what I am talking about. Now to get past the door that is blocked by the dog , you have to do the submission where you have to blow up the red submarine but instead you lose the mission. After the mission failed screen you should be back in your sub annd it should show Cloud and party saying that you have to evacuate the sub , you should end up outside Junon on the world map.You then enter Junon and Cloud should say "we need to get a sub" or something like that , you return to the door that is guarded by the dog and the dog should be gone enter and you should see a big old sub and the red sub. Enter the red sub to take control of it.

"WARNING" if you choose to get the red submarine you can no longer get the huge materia that was in it but don't worry the huge materia from the sub does absolutely nothing , and is not needed to advance in the game.

I'd like to add to that last comment, though it sounds plausible, the Huge Materia though not necessary to complete the game, is still a very vital tid-bit. If you want to be able to make huge materia in the future that is...

to add on to the last comment;
only reason you'd want the huge materia is to make the master materias later.
There are two ways to get master materias.
you can master all of the greens, yellows and red materias and go talk to budghageon for the master materias provided that you have collected all of the master materia. The fourth huge materia gives you bahumut zero. So you should get all of em.
If you did not, you can get them by beating emerald weapon and taking the harp to the old man in Kalm and he will give you the master materias as well.

So in turn, don't worry about the room with the dog. That was a backup for the game incase you lose the submarine minigame.
