You can either get the master summon( dont waste your time you will have to master knights of round), Master command , or master magic from his machine you get these by mastering every type of that materia. After you do that just go and talk to that colored materia.

All you got to do is get all magic, summon, and command materia. Then go to Bugenhagen's machine and touch the color of all the materias you have. It's kinda hard getting every materias tho.

You can get them by beating emerald weopon nd bringing the earth harp that you win to the kalm traveler in kalm.

Once you get the master materia from sid's rocket, go uo in Bugenhagen's machine and touch the blue master materia to obtain the bahamut ZERO summon
