Go to gold saucer and fight in the arena till you have 64,000 points then go to the machine at the entrance of the entry room and get from there.

You have to do really great in the Battle Arena thing at Gold Saucer. It took me forever. You need to get 64,000, I think, battle points and then buy it.

If you don't know, then play until you get to the third disk and dig it up in the Bone Village.
