Talk to the old guy in the weapon shop, and he will sell you the batteries for about 100 or 300 gil.

You can get the batteries you need in the weapons shop. There is a guy in the shop behind a cage talk to him and he will sell you the batteries.

Get the batteries in the Weapon shop. It isn't the guy you by stuff from, it's the guy by the tank.
