is there a way to get all the skills for a job filled for your sims without all the effort

Yes, and it's really simple actually.
Bring up the cheat bar (Shift Ctrl C) and type in "boolprop testingcheatsenabled true" and press enter to activate it. Now, go to the job/skills section where it shows your skills. Hold down shift, and click on the first skill bubble on the tab of skill you want to rise, and drag it up to the level you want it. You don't actually have to hold down shift for this bit, but I advise you should just in case. Hope this helped.

Go into Neighbourhood view and back into your noisehold now drag up skill pointa
