How do you build an apartment

This is a simple question that wants a simple answer: You can't! The apartements are ready-made and ONLY ready-made. You can't build an apartement, as you can't build dorms in The Sims 2 University. The only think that you can to do is to add pool, change wallpaper and floor, or to add landscaping. Sorry pal, that's it!
