Is there a cheat that allows you to build outside the block you have on only inside.

No I don't think so.
But you could use the cheat moveobjects on
(To open the cheat console press Ctrl+Shift+C)
To put objects just anywhere, but only in the space you got for your house.
Funny thing because I picked up my sim, made it lie down (that looked weird cos' it was like standing, but vertical) and then by accident I deleted it.

Try using moveObjects on and boolProp snapObjectsToGrid false.
