You should, by now, have an empty bottle. Go down to the ground floor level of Zora's domain and you will find a shallow area with some fish swimming around. Scoop up one of the fish with your empty bottle then go back to Jabu Jabu and plonk the fish in front of him. He will swallow not only the fish but you as well. Good luck.
