The iron boots is the treasure you get when you complete the puzzles in the cave in zora's domain where lord jabu jabu once rezided.

You want to go through the Ice Cavern and they will be in a treasure chest at the end. The Ice Cavern is located to the left of where you found Lord Jabu Jabu as a child. Good luck!!!

Well, head over to Zora's Fountain. You'll find it frozen over, and go to where Lord Jabu-Jabu is. Work your way over the floating ice, to the left. And go into the ice cave. Complete the Ice Cave for the boots and the warp song for lake Hylia.
