Once you've obtained the Gold Scale, you can find the Sinking Lure. As an Adult, go to the Fishing Pond and the Lure will be either in the little creek at the back, in the grass around the outter edge or on the log coming out of the water in the center of the Pond. Once you get the Lure, talk to the Fisherman to make the Lure 'legal' then go catch a 20 pounder with ease!
P.S. From a distance, just stand facing the Fisherman and press B to Cast - the line may land on him or beyond him, if you use A to Reel - it should grab his hat (and he'll never have it on again).

You find it in the fishing place, obviously. There should be a log in the pond that is kind of sticking out and if you walk along it back and forth you should eventually get it. Or you may find it behind the rock in the back of the fishing area. Good luck it took me a really long time!

I heard it is cheat lure that you can get after you get the golden fin and it is found in the middle of the lake

You have to obtain the gold scale then go to the creek as an adult and you will find it around there

Look, you don't need the golden scale. Just get the Iron boots and the Zora tunic, then go to the fishing pond, equip those, then walk around the bottom of the pond, you should find it. Also, the largest fish is the Hylian Loach, which is 36 lbs.
