This can be a difficult area but once you have the double claw, move to the other side of the city and use it to move about. You can clawshot the little flying buggers to get from one area to another. They will move you about to reach difficult places. Just go up or down on your rope to pass through some of the cracks in the walls. Keep at it and you will find the entrance to an area where the boss key is and you will be able go drop straight down through the fan in the main hall and and clawshot the switch there to allow you to get through the last door and over to the boss. Just keep at it and explore everything. Good luck..Oldtoad
