If you're talking about the Invoice, Take it to the Doctor in East Castle town, He has the Big Glasses, Also, He was seen in the cut seen where you found Ilia for the first time as wolf link.
If it's the Letter from the Shaman in Kakariko Village, simply show the letter to Telma, she should give you the invoice after that.
