Go back to the deku island but don't go in.
There is a waterfall with music coming out of it so you have to grapple on and jump in.
Play the song for him and he will follow u.

Makar is at Forest Haven. You know when you got to the Island the first time and you made your way up to go meet the Great Deku Tree, well, do the same thing, only, when you get to the waterfall - you should notice/hear/see some different music. Change the Wind to face the waterfall and use the Deku Leaf to enter the cave and awaken Makar as the Sage of the Wind Temple. Good Luck gamewiz2006 =D

Makar is behind the waterfall on the way to the Forest Have. To get behind there you must use you grapple hook and grapple onto the branch. Lower yourself down and face the middle of the waterfall. Now start swinging. Once you are swinging maximum length press A as you are coming towards it and you should jump right through. You will end up in a cave and Makar is in there.

After you beat the earth temple go to forest haven and he should be in that secret room under the waterfall. Just stand next to the tall area where you would normally swing across, but instead use the grapple thing to swing into the waterfall. Then play him the song.
P.S. This confused me so I'm just telling you when he agrees to come you don't see him on the boat.
