Actually, all arrows can be used for fire and ice. First, do you have any magic power left? If you don't, then cut some grass and break some pots and pick up anything that comes out. Then, when you are first person (seeing through your character's eyes) with the bow and arrow, press are or L to cycle through your arrows.

You can get the Fire and Ice arrows from Mother & Child Isles, after defeating the giant hurricane god. You will have these arrows available as long as you have arrows and some magic left in the magic meter. As apocalypsethemewtwo said you can cut grass and get arrows and magic jars to fill up your arrows and your magic meter. Then when you open up the bow use the Left and Right triggers to cycle through Regular, Fire, Ice, and Light Arrows.
