It's quite simple really: all you have to do is look around the prison room for a switch. You press on the switch and the cell door opens up, releasing Tingle and obtaining the rare-and-exclusive Tingle Map! Not that much to do and/or think about!

Maybe we should tell him exactly where the switch is. It's in one of the corners behind some pots.

Tingle is locked up in a Jail cell. To find the Jail, you must go around the outside of the city and look for a red building/wall. There will be a door on the building/wall, and go in there and talk to Tingle, then destroy all the pots in the room and step on the switch to release him.
There is also a little crawl space in this room, if you go into there you can find the picto-box that was stolen from the guy who runs the picto-box shop. You can keep it, and later you can upgrade it to a colored version.

Right when you enter the room there should be some pots. Behind them is a switch that opens the cell door.
