First, you need to go back to the HQ Lab - I assume you must have left it by now - and go back to the room that has the purifying machine. Now, you will want to arrange four Pokemon (non-shadow type, obviously) in a circle, it will tell you how high the combination is. You need that bar to be completely full in every single chamber in order to purify Lugia. This is the *only way* to purify Lugia. For some odd reason, the only combination that I have made thus far that has had the bar full included a water-type Pokemon, so you may want to try putting some of those in the arrangement. To purify Lugia you hav to fill all the chambers all the way to nine and they hav to be completely full

To purify shadow Lugia you need to have 9 perfect tempos and have Lugia in one of them. Anyway, why would you trade it for Ho-oh?
