I am having trouble evolving my togepi. I also can't tell if a Pokemon..

They made it so that it's really 2 evolve it on Pokemon XD you have to make it like you by using lots of colognes on it.

I meant to say they make it so it's really hard to evolve it.

Its very easy the guy that gave you the stone to evolve your eeve he is up on the restaurant in gateon port on the second floor and he tells you how much your Pokemon like you.

I concur with pokemonemeraldmaster, however they are forgetting one thing, the Soothe Bell that the little girls mother gives you when you go into ONBS for the first time after returning her daughter to her, the games definition for it is, "A hold item that calms spirits and fosters friendship" have Togepi hold that.

What if I never got a soothe bell from them, or I think I actually didn't go for the girl. I don't remember

In Gateon Port at Krabby Club there is a man on second left floor who can rate your friendship between you and your top party Pokémon,
Just use lots of cologne to get close to it and compare the flavour text with your starter Pokémon (Eevee) to get an idea when to level up your Togepi

The thing with Togepi is that it's programmed to be extra hard to get close to since the guy named Danny only lended you the Togepi to open it's heart and he will trade the Togepi back for an Elekid if you talk with him while having Togepi in your party, tho it's still trade-able if you evolve it and it's all up to you if you wanna trade it back
