Where you find the mayor is in the basement of the pre gym but only way to get in there you'll need to get upstairs in his house only way to do that is go to an old man's house he'll give you a cd that's girly and it's not his type so take it to the mayor's house sitter.

Give it to her and she'll be destracted so you can go upstairs and get the mayors note head to the pre gym defeat everyone inside and get there shadows and then head to the old man gaurding the entrance to the collessum and beat him take his shadow then go inside get past two peons then walk around to find three chest and one has a water stone.

Don't go to the middle after you find all three chest walk to the middle defeat a peon then defeat the admin who has hard to get shadow which you should defenitly catch then he leaves behind an elevator key that'll open the elevator go downstairs and you'll find the mayor.
