ANSWERS

Yes. Just complete the Cipher Base and defeat Gorigan, then go to the Pokemon HQ Lab and talk to Prof. Krane. He'll open a secret passage and you two will go inside there. There will be a chess at the end and when you open it, it's a MASTER BALL.

In the HQ lab. Talk to Prof. Krane and you will go to a secret room and in the case, you will get a Master Ball.

Ya when you are bout to go to cidark island the guy at the lab will mail you that he has something for you which he gives you the master ball which you should use for lugia.(and godzillaboy96 this Pokemon gale of darkness not fire red or leafgreen)
