Where can I find a enchanting teacher? I have never found one yet

As far as I know there aren't any but I would try everyone in the College or Stewards to the Jarls. But enchanting along with a few other skills like smithing seem to lack teachers, so you will have to look harder. I think one of the Orc strongholds has one but they only teach you till you are an Adept.

I know where two teachers are and I'm pretty sure there are the only ones in the game. One of them is called Hamal she is in the Inner Sanctum in the Temple of Dibella in Markarth. The other is in The College of Winterhold, his name is Sergius Turrianus. The only way to level up enchanting normally besides Hamal and Sergius is to disenchant weapons and armor or create your own enchanted stuff. There are all also a few skill books around Skyrim that can level up you Enchanting by one and some quests lead to leveling up skills like Enchanting.
