Here is a walk through of Victory Road for one of my favorite Pokemon Games.
Note that Surf and Waterfall aren't actually required, but they do shorten the time and number of steps to get through to the end.
If you do not wish to use Surf and Waterfall, then you may take the long way (land path to the East of the first waterfall).
