When you beat the game with leon twice do you get the gangster outfit and will you be able to buy the chicago typewriter?

No you cant. In fact when beating the game you get the R.P.D outfit not the gangster or mafia clothes. Beat seperate ways which is Ada's storyline. After that you will unlock the chicago typewriter and Leon's Gs costume. The guns for a million bucks though.
