I am sorry to inform you that there is no possible way to play as other characters on the main game of Resident Evil 4. With good reason too, why would you not want to play as Leon Kennedy? Well, whatever your reasons are, you cannot play as anyone other than Leon in the Main Storyline portion of the game. You can however, change both Leon's, and Ashley's outfit if you want to. Beat the game once to give Leon his R.P.D(Raccoon Police Department) uniform, and to give Ashley her Popstar outfit. If you want their outfit even more, then you will have to beat Ada Wong's storyline which is called, "Separate Ways." You unlock it after you beat the main game, and it gives Leon a Mobster/gangster outfit and gives Ashley her suit of armor. While wearing Armor, Ashley cannot be killed. On the PC version though they have modding programs that allow you to change characters. I have seen one where you can play as Claire Redfield, and another program where you can play as Ada without her skit(perverted grin). Hope this helps.
