Unfortunately, the bowgun is only available in Ada's story-line Separate ways. There is no possible way for Leon to obtain the bowgun, so don't worry about it, sorry.

That is only available during Seperate ways.
You can get the normal bow in mercinaries, but you can only have it when your krauser, although it sucks really bad.
You can't get it in the campaign, sorry.

The bowgun is available only in seperate ways not in the main game.
