The Grouch originally appeared in the 2013 Xmas Quest The Missing Elves -- and then re-appears in the Let's Eat Update (2014) Restaurant Mission Sous Judgmental. So you need to have that quest actively flagged.

He was the owner of the rundown Restaurant that you are going to re-imagine into THE place to eat in Simville! Well yeah, once you actually you know, FIND him first!

To do that you need to find him in the town - tap him - and serve him Quiche. The easy way to do this is to open the Relationships Tab, find a Sim that has interacted with the Grouch, then tap on the Grouch Icon there - that will take you right to him. So you don't actually have to hunt for him at all, it's easy-peasy-lemon-squeezy!

If you don't know the Relationship Tab is located in the bottom-right corner of the screen being the third option in the Jobs/Hobby/Relationships Pop-Up.
