How can I unlock other weapons for use in the mercenaries for example like krauser's exploding arrows?

There aren't any. The only weapons you can use in The Mercenaries are those you start with:
Leon: Riot Gun, Blacktail
Ada: Punisher, Semi-Auto Rifle, TMP
Hunk: TMP (customized)
Krauser: bow & normal arrows, Beast Arm
Wesker: Handgun (w/silencer), Killer 7, Semi-Auto Rifle
Leon starts with no grenades. Ada has three Incendiaries. Hunk has three Hand Grenades. Krauser has three Flash Grenades. Wesker has one of each Grenade type.
The only items that can be found are ammo for the various supplied weapons, grenades (rare), and herbs, though certain high-value enemies may drop a First-Aid Spray.
