I don't know how to get a dried bouquet but you get a peachy peach by spending a night at the twilight town inn. It'll be on the table near the bed.
A horse tail can be gotten if you use the spin hammer attack on the blue striped pole near the tall pipe in petalburg

I figured out how to get dry bouquet. You have to do Bub-ublers trouble about the craving a certain food item. After you beat the trouble you get a dry bouquet and can trade a glitville hotdog to Bub for a bouquet anytime

You get a dried bouqet by accepting a bulb-ulb's truoble and he will ask you to get him a hot dog from glitzville and then he wants another and after you get him a 2nd one he'll ask for mousse cake(cake mix just cook it) then he'll give you a dried boquet and after that keep giving him hot dogs and he'll give you more dried bouqets
