You have to go to the dock and then you go to the inn bar talk to the guy who has the red skull then you go back to the dock then somw how you get on the roofs when you get to a chimney with a hole you can roll into and talk to the guy in the house then go to the inn bar again get a letter from the bartender and go back to the house give the letter to the guy then go back to the dock

I just wanted to tell you, you get out yoshi on wast side, do toward you at the river, and thenuse that jump thing, go up to roof, and last use roll to talk to genaral bobbbry, thats how you get to the roofs.

Chat with him again at the harbor, then head to the east side of town and cross the river with Yoshi so you land south of the fence. Clibe the crates, ride Yoshi onto the rooftops to your left, and roll down the chimney. After you speak to the old bob-omb inside, head back tot he inn and chat with Podley. If you revisit the old bob-omb, he'll admit to being Admiral Bobbery. Ask Podley to tell you Bobbery's storry, then deliver the old letter that he gives you to the Admiral. After he reads the letter, Bobbery will finally agree to join you.
