You break in by getting on the roof and rolling into the chimney. To get on the roof I think you have to go around the back of the buildings by going through the small gap in the wall to the Robbos base. Then cross the river using yoshi and go around the front again. Then climb the crates and jump the rooves and you will find the chimney.
