You get the super hammer by asking the bartender in Glitzville and he gives you it when you are up to that point in the game

Some mysterious person will leave a note for you to read, it tells you to go to the juice bar, so go to the Juice place and talk to the bartender, and he'll say that someone left a package for Mario, and inside the package is your Super Hammer.
