1. I don't think so, I tried until the 4th year but nothing happened, big waste!

2. I think it takes an entire year or more, and you have to go to the ordering place and order miracle potion from your own bull. In other words, in the ordering bin, where it says miracle potion, go to your own bulls on farm or something like that, click it, and it's a little cheaper. It's usually better to just order miracle potion from another bull, don't buy one unless you are going to get multiple cows pregnant.
(girl cows take a while to be abe to have a baby!)

3. I don't think you can get it, you can only get 2 extra animals. The cat from Romona and the little dog from carter. Just befriend them, but Romona doesn't accept gifts when she's in her chair or kitchen.
