I believe you need to befriend him before the end of the first year. Be sure to give him fish everyday and talk to him : ]
Yes, you get a seed maker. You get it by befriending him and then entering his lab at around 1:30 in the Fall of Year 1. That's when I got it, anyway. Hope I helped!
