Okay, you can only give her gifts while she's sitting in her room in her rocking chair. From what I've discovered, she adores milk. Try giving her that. If that doesn't work, look through some of the fAQS on Supercheats. They usually have all the answers.

You cannot give her presents while she is sitting in the rocking chair or teaching Lumina to play the piano. Try to catch her outside.

Ive noticed Romana quite likes milk I would try to give her milk, She usually doesnt accept presents while indoors try to wait outside her house around noon on a nice day, She takes walks so that should be easy. You don't have to be friends with her for the cat anyhow it's nice to be friends with her though.

You cannot give her gifts while she is sitting in her chair. I am in Chapter Three and I still haven't got the cat, but I am expecting it soon. I've also heard that when you become friends with her that she will give you the long-necked watering can, but supposedly you have to catch her inside her room while she is standing. Don't bother giving her anything you can sell for more gold as she will except flowers.
