If you play a one-off race, Time Trial or Grand Prix you will discover that All 15 characters are available to you right from the start. This is different to the Team Adventure single-player campaign where you must unlock racers as you progress through the story. In Team Sonic Racing there are 21 tracks in total, these are all themed around various Sonic the Hedgehog games and you will have access to most of them from the get-go, you do however have to unlock Final Fortress tracks, which are the final three tracks.
In Team Sonic Racing the first five Zones each have three tracks each - Planet Wisp, Seaside Hill, Glacierland, Casino Park, and Sandopolis. The sixth and final zone - Final Fortress, has three tracks - Thunder Deck, Dark Arsenal, and Turbine Loop which need to be unlocked. All three of these tracks are themed around Doctor Eggman’s enormous floating fortress. To unlock the Final Fortress zone you have to play through the entire Team Adventure campaign. You do not have to literally play every level in the Team Adventure Campaign but you do have to complete all the main tracks and finish the last level - Final Showdown. The tracks themselves in Team Adventure Campaign will become unlocked as you progress.
