#1 - Mega Rayquaza
And here we have the best Hoenn Mega Evolution, Mega Rayquaza, and it really isn't that hard of a choice. It really isn't fair, since it has OUTRAGEOUS stats, an AMAZING ability, an INCREDIBLE movepool, and the FANTASTIC privilege of holding an item. Yeah... Mega Rayquaza is easily the best Mega Evolution Ever (at least at the present time).
Mega Rayquaza has one of the best, if not the best, design for Mega Evolutions, and probably in Pokemon overall. It just looks so majestic and powerful... Simply amazing.
And the greatness doesn't stop there, as Mega Rayquaza has one of the best Overall Base Stat sets in Pokemon. 105 Base Hit Points, 180 Base Attack, 100 Base Defense, 180 Base Special Attack, 100 Base Special Defense, and 115 Speed. Wow... Just... Wow... 180 Base Attack AND Special Attack?!?! What the... That's the third highest rank for each of those two categories! And with those high defensive and Hit Point Stats! This thing is can easily take a few hits, if the opponent can even get off a hit!
And let's not forget it's AMAZING Delta Stream Ability, which weakens moves that would be super effective against Flying Type Pokemon. That means Mega Rayquaza isn't really weak to Ice and Rock Type Moves, meaning it's only weak to Dragon and Fairy Type Moves.And if ALL OF THAT isn't enough, Mega Rayquaza has the privilege of holding an item, since it only needs to know Dragon Ascent to Mega Evolve. That means you can hold a Life Orb, Choice Scarf, Choice Specs, or Choice Band to further increase its power or speed. I-N-C-R-E-D-I-B-L-E! This thing is basically invincible.
Because of those amazing stats, Mega Rayquaza, like Primal Groudon, can be run as a Physical OR Special Sweeper, but it's best as a Physical Sweeper. Its Physical Moveset includes Dragon Ascent, V-Create, Dragon Claw / Outrage, Extreme Speed / Draco Meteor / Earthquake / Dragon Dance (only if you run with Life Orb), with maxed out Effort Values in Attack and Speed. It can be run with the Life Orb, Choice Band (no Dragon Dance), or Choice Scarf (no Dragon Dance). If you want to run a Special Moveset, it would include Dragon Ascent, Draco Meteor / Dragon Pulse, Ice Beam, Thunderbolt / Thunder / Fire Blast, with maxed out Effort Values in Special Attack and Speed. This set can be run with the Life Orb, Choice Scarf, or Choice Specs. Like I said, the Physical Attack Moveset is WAY better.
Mega Rayquaza is, at the present time, the best Pokemon in the Pokemon world. There isn't anyway of denying it.

Its pretty great.
But Mega Rayquaza isn't d best Pokemon. Mega Mewtwo X &Y still are better then him.
Ya I wd agree with most of d remaining.
But I think dat Mega Salamance deserves to b higher. Maybe at no. 5. Also Mega Sceptile at 7 with Mawile at 6. Mega Aggron has good defense and not many weakness but low special defense is a big drawback. A fire blast / focus blast / Aura Sphere can take it out in 1 blow. And Mega Manetric would b higher then Mega Absol for having a better speed.
