I can't level up!

I have tried to start new files on my game and when I do, I cannot, for the life of me seem to level up, AT ALL!

I don't know why it does this, my disc is clean and I hardly have any memory taken up on my Xbox system.

My other 2 files work fine, they level up and everything.

Is this a glitch? Does anyone else have this problem?
