How do I break the skeletons out of the ice it says I need tools were do I find the tools I found several locations were there are doors and behind passages behind rocks how do I get past the rocks

Well it's hard to explain exactly where the place is but I know that there is a quest that involves you getting those tools because you can use the ice that you get off them to make weapons but there is a house around the middle of the island the owner will give you the tools. BUT!! You need to start the quest otherwise he won't talk to you.
As for the rocks I've found those to but I don't know how to get past them.

the ice you need to get far enough in the east empire company in soltheim as for the rocks those you have to get far enough in the first questline which starts with the imperial fort and expands to the skall who eventualy move the rocks out of the way.
