Well, you need to have the GOTY edition of morrowind. Also, try resting/waiting out in the wilderness, or just resting or waiting. I'm fairly certain they only attack you while you are resting, and with the health/fatigue/mana cheats a lot of people I know never bother resting. If this doesn't work then my only other suggestion is to start a new game :S

Well you only get attacked if you are in Tribunal and bloodmoon and you have to kill someone with a family. Then you get attacked by the dark brotherhood assasins

And you must be alone in a house (no one in the entire house.) go to sleep then you wake up and it says you have been disturbed in your sleep. Then go tell a guard after you kill him the follow what they say and then you are in mournhold (Tribunal). Oh sorry about the first post did'nt know much yesterday about morrowind.
