In the Mage's Guild for XBOX, why wont they let me train or teleport from the Mage's guild in Balmora? They keep saying something about an Zenithar Oath thing to fulfill. What is that? Can I take it away? Please tell me what to do so I can teleport.

If I remember correctly, there was a guy that you talked to who asked you to bring his shirts to a woman in Suran. Check through your journal. It should be in there
