How can tails fly enough to lock the gate? I get almost there and he get tired and falls into the water.

You just keep flying till the Area are reached , and you don't fly to the gate you play through the track and areas and you'll find a small hill with the last enemy keep going till you meet the switch , step on it and mission done.
