I am at the 1st part and I can not pass the water to go to the other side I am keeping falling in the water. Can someone help me how I get to the other side of the water in the first level.

You have to buy the light dash from the shop guy after you get the custom shoes also you need 100 rings (you can get that from the Custom Shoe changle)
In order to get there you first need to buy the Light Chip for 100 Rings at the shop with the black guy. You can get the rings by doing a mission and completeing with a B rank or higher. Hope this helps you out.
You need the light chip from store after first town mission and jump to the first ring and press square and it will bring you to the island over there.
