I was wondering if this game is open world where you can run freely or do you just do missions

It is indeed. You can run freely wherever you desire, and you can do missions as well from the townspeople. I call this the mixture of the two Sonic Adventure's. The adventure fields from Sonic Adventure, and good stages from Sonic Adventure 2. Hope this was able to help you out.
