To get the cactuar spirit to appear you have to pray at the 3 glowing cactuar stones. There are more than 3 cactuar stones in the Thunder Plains some of them are fake but you'll know that you have prayed at the right ones because an image of a cactuar will appear. Once you have prayed at the right ones the cactuar spirit will appear near you but it is very faint. Don't wait for it to show you where to go following it is annoying and you don't have to wait for it. The next place you have to pray is at the broken tower that isn't finished once you pray there a chest with the Spirit Lance will appear.
