If you beat the event match pikachu and pichu you might unlock it.(why do you even care?)

That isn't how you unlock it, you unlock it by beating the Target Test as all 25 characters(an easy way to do this is to unlock Mr. Game & Watch by the Target Test way then beat it as him).
