They're rare, and very scattered throughout the game. Some are hidden in invisible Pokeballs that can be found using the Itemfinder. I'm pretty sure there's one behind a house in Cerulean City, if you haven't got that one yet.

5 rare candy locations,

Behind the house in Cerulean City.
Mt. Moon
Rocket game corner
Ghost tower
Behind the boulder in the Safari Zone's Warden's House.
Also, use meowth or something with pickup and hope to be lucky.
